Description
The health and safety coordinator is the person responsible for all health and safety measures on a construction site where employees of different contractors are working. He has to determine necessary and suitable measures and then also check them and is responsible for the coordination of the measures. He is commissioned by the building owner to initiate, determine and check the health and safety measures in accordance with the law for the companies involved. What the health and safety coordinator is supposed to do is described in the rules of occupational health and safety on construction sites. The coordinator has no right to issue instructions to the individual companies, except in cases of imminent danger, and he does not release the client from his responsibility to ensure that health and safety is improved and to take appropriate measures accordingly. He merely makes his expertise available to the client, but acts on behalf of the client.
Training of the safety and health coordinator
A suitable coordinator is someone who has in-depth construction knowledge. Architects, engineers and possibly also master craftsmen or state-certified technicians have this knowledge. In addition, at least two years of professional experience and knowledge of occupational safety and coordination are required. By completing a course with at least 32 learning units and a final examination, the future coordinator acquires the authorization to work as a safety and health coordinator. However, in order to be able to demonstrate the necessary knowledge and skills to the required extent, for example also occupational safety and social skills, it is advisable to also demonstrate qualification as an occupational safety specialist.
Tasks of the safety and health coordinator
The construction project should be duly announced to the competent authority, for example the trade inspectorate, as soon as the total scope of the construction project exceeds 500 person days or 30 working days or more than 20 employees are working simultaneously for at least one shift.
The safety and health coordinator can make this advance notice, but the client should sign it.
After that, the coordinator draws up the safety and health plan. This is part of the planning of the construction work.
The plan includes:
This is necessary because each trade and each employer has its own regulations and safety measures, but initially only relates to its own area or task. Without meaningful coordination, this could result in safety gaps or mutual obstructions that endanger the safety and health of employees.
The Document
In the next step, the health and safety coordinator creates the so-called health and safety plan of the Construction Site Ordinance and document for later work. The most important information is documented there and can be used during construction and for later use and maintenance. In this document you will find information about which part of the construction and which work the safety and health measures relate to, what dangers there were in the relevant construction phase and what the safety and health measures were like. So:
In addition, also
may be listed.
Through his planning and the documents, the safety and health protection coordinator creates the basis for the safety and health of the employees so that all people involved, who come from different companies and belong to different trades, receive the same information and instructions on accident prevention and safety as well as health, which then have to be implemented. This is monitored by the coordinator on behalf of the client.
